At its meeting on the 21 November 2019 the Crawley County Local Committee considered Community Initiative Funding Applications that had be received via the West Sussex Crowd, as set out in Appendix A of the report.
The Committee considered each application on it’s merits and it was RESOLVED that the following pledges be approved:
· 420/C – Nicky’s WorkShop, ‘Where warriors are made’, up to £1,000 – towards purchasing a van and mobile equipment to deliver gymnastics workshops to school pupils across Crawley, subject to the project reaching 50% of it’s crowdfunding total before the end of the financial year.

West Sussex County Council (WSCC) is a designated Highways Authority under the Highways Act 1980 and has a duty to maintain highways maintainable at public expense.
Following the abandonment of procurement for highway services in 2018, The County Council has retained Balfour Beatty Living Places to continue to provide necessary services under an interim arrangement pending a new and full procurement.
Using a model derived from a subsequent Options Appraisal report and further market insight engagement, WSCC. The County Council published the requisite OJEU notice and commenced formal procurement on 22 July 2019. The services have been procured in six separate Lots;

3. Hedge Maintenance and Grass Cutting
4. Carriageway and Footway Resurfacing
5. Carriageway Micro and Carriageway & Footway Treatments

The function of the nomination of school governors to maintained schools and academies is delegated to County Local Committees (CLCs) as it enables county councillors to maintain a valuable link with the schools and helps promote to the wider public the important role of school governors.
Under the Education Act 2011 local authority governors are nominated by the local authority but appointed by the governing body. The CLC can nominate any eligible person as a local authority governor, but it is for the governing body to decide whether their nominee has the skills to contribute to the effective governance and success of the school and meets any other eligibility criteria they have set.
At its meeting on the 12 November 2019 the Central and South Mid Sussex County Local Committee approved the following nomination under the 2012 Regulations:

404/CSMS - Community Transport Sussex, £750, towards the production and distribution of 'legacy packs' to attract end of life donations from current members.
424/CSMS – Poynings Parish Council, £725, towards a village sign post replacement.
The following pledge was deferred:
425/CSMS - Hurstpierpoint Players, ‘The Big Push’. The Committee requested clarity on the project costs.

Community requests for Traffic
Regulation Orders (TROs) that cost under £3,000 to implement
are considered annually by County Local Committees (CLCs). More
complex TROs are considered for progression as a Community Highways
Scheme and so fall outside the process.
The TRO requests received since July 2018 have been assessed and
scored and the results are attached for the CLC to consider and
prioritise in line with the Cabinet Member Report for Traffic
Regulation Orders – Assessment and Implementation Process
(see link in Background Papers) for progression in the 2020/21
works programme.
At its meeting on 12 November 2019 the North Chichester County
Local Committee agreed to progress the highest scoring TRO
from the list attached at Appendix A:
• A286 North of Cocking Village – Speed Limit.
This TRO was agreed for inclusion under decision NC03(19/20)

consider an application that had been received after the papers had
been dispatched and was approved as follows: -
450/NC – Home-Start Chichester
& District, ‘Supporting families with young
children’, up to £2000.00 – towards covering hall hire to hold two
regular ‘Family Groups’ in Chichester and Midhurst in
addition to publicity costs.
The following pledge was also approved: -
436/NC –
Royal Artillery Equestrian Centre, ‘Saddle for disabled
riders’, up to £1500.00 – towards
purchasing an adaptable saddle supportive of all riding standards
to facilitate disabled people’s access to horse
riding.

The County Council’s Future West Sussex Plan set out its ambition to minimise the burden of local taxation, delivering the best outcomes for residents with the money it spends, whilst living within its means. In 2018 the County Council agreed to adopt an Asset Management Policy and Strategy. An objective of the strategy is to acquire, manage, maintain and dispose of property effectively, efficiently and sustainably, together with optimising financial return and commercial opportunities.
