07/02/2022 - Extension of the Contract for the Provision of Healthy Child Programme (HCP) OKD47(21/22) ref: 1457    Recommendations Approved

The Health and Social Care Act 2012 sets out the statutory responsibility for West Sussex County Council to deliver and commission public health services for children and young people aged 5-19 years.  On 1st October 2015 the Council became responsible for statutory children’s public health services.

 

West Sussex County Council, Public Health, currently commission the Healthy Child Programme (HCP) with Sussex Community NHS Foundation Trust (SCFT). This is a national programme of pre-school and school age services from Health visitors and School nurses delivering Public Health outcomes (0-19 years of age, 25 years of age for Young People with Special Educational Needs).

 

The current contract is compliant with the Public Contracts Regulations 2015. The contract is 5 years plus an option to extend for up to 2 years.  The contract has been extended for 1 year (2022-23).  Approval for the second and final year extension (2323-24) is now sought.

 

The Director of Public Health will be asked to approve the final one year extension permissible under the terms of the contract March 2023 to April 2024.

02/02/2022 - Award of Contract for Highways Core Professional Services OKD44(21/22) ref: 1456    Recommendations Approved

The supply of professional design services and client support is critical to ensuring the County Council can meet its statutory duty to maintain the highways and to ensure that, in constructing new roads, the authority takes such measures as appropriate to reduce the possibilities of accidents. The contracts awarded for these services in 2016 are due to end in 2022 and new contracts are required.  A competitive procurement process has concluded.

01/02/2022 - Adult Social Care Strategy (2022-2025) (CAB14_21/22) ref: 1454    Recommendations Approved

A new strategy for adult social care has been co-designed, with priorities developed from what people have told us is important to them. The strategy will:

 

       Reflect the voices of the people who access care and their carers, as well as staff, providers and partners.

       Set out the overarching priorities to support people accessing care and their carers in West Sussex over the next three years.

       Act as a framework to plan how the County Council will invest its adult social care budget going forward. 

 

The strategy has been co-designed with County Council staff, customers, carers, providers and other partners, to ensure the voices of service users and carers are at the heart of the future of adult social care in West Sussex. The Cabinet will be asked to endorse the strategy at its meeting on 1 February 2022.

01/02/2022 - Council Plan and Budget 2022/23 (CAB13_21/22) ref: 1453    Recommendations Approved

The Budget report details the County Council’s revenue budget, the level of council tax proposed for 2022/23, the nature of its expenditure, income and savings for a balanced budget. It will also outline the County Council’s Capital Programme to cover the period 2022/23 to 2026/27 which will update the programme previously agreed by County Council.

 

Cabinet will be asked to endorse the Revenue Budget and Capital Programme for approval at County Council on 18 February 2022.

01/02/2022 - Delivery of the Ash Dieback Action Plan - Contract Award OKD45 (21/22) ref: 1451    Recommendations Approved

Ash Dieback is a disease that is likely to kill 95% of the county’s ash trees over the next 10–20 years and will have a major impact on the county’s landscape, the wildlife it supports, other ecosystems that trees provide and climate change.

 

It will also have a high impact on the county and the County Council, posing a significant risk to people, property (including schools) and the delivery of services (including highways).  Therefore, a corporate Ash Dieback Action Plan has been prepared to manage the impact of the disease.

 

The aim of the Plan is to effectively address the risks presented by the impact of ash dieback (which will require a programme of reactive and proactive tree removal and replanting), conserve the ecosystems in which ash trees are found across the county, and prepare for a positive regeneration phase with a net biodiversity gain.

 

In September 2021, the Cabinet Member for Highways and Transport approved the commencement of a procurement process for a tree felling contract for Ash Dieback infected trees and delegated authority to the Director of Highways, Transport and Planning to award the contract to the successful bidder.

Contract to commence on 01 April 2022 for an initial period of four years, with the option to extend to a maximum duration of seven years, subject to performance.

01/02/2022 - Fontwell: Arundel Road Parking Restrictions HT18_21_22 ref: 1452    Recommendations Approved

The developer of a new industrial Unit on land south of Arundel Road in Fontwell has applied for a Traffic Regulation Order (TRO) enacting double yellow lines at the new entrance to their development.  The decision to advertise the TRO has been referred to the Cabinet Member for Highways & Transport.

31/01/2022 - Withdrawal of Proposed Traffic Regulation Order: Prinsted Lane, Southbourne HT19 21-22 ref: 1449    Recommendations Approved

On 11 November 2020, the Chichester South County Local Committee (CLC) approved under Urgent Action recommendations for traffic regulation order prioritisation. Proposals for Prinsted Lane had been considered but did not achieve a high enough priority for inclusion in the works programme. Subsequently the Cabinet Member for Highways and Infrastructure reviewed all outstanding requests and authorised additional resources to allow proposals for Prinsted Lane to be included in the 2021/22 TRO works programme.

During the consultation period 28 objections were received to the proposals together with 12 letters of support and 3 letters of qualified support.  The Local Member for Bourne, Cllr Kerry-Bedell reviewed comments following public advertisement. Given the level of adverse comment to what is or should have been a community led proposal and that the proposal is not supported by the local WSCC member it is proposed that the proposal is removed from the programme in its entirety.

The Cabinet Member for Highways and Transport, having considered that the concerns raised by the objectors outweigh the possible benefits to the community, has agreed to the withdrawal of the proposed Traffic Regulation Order for Prinsted Lane, Southbourne.

31/01/2022 - Prioritisation of Traffic Regulation Orders - received 2020/21 HT15 21-22 ref: 1448    Recommendations Approved

Community requests for Traffic Regulation Orders (TROs) that cost under £3,000to implement were previously considered annually by County Local Committees (CLCs).  With the removal of CLCs, and associated changes in governance, these requests are now presented to the Cabinet Member for Highways and Transport for consideration.

 

More complex TROs are considered for progression as a Community Highways Scheme and so fall outside the process.

 

The TRO requests received between 01 August 2020 and 31 July 2021 have been assessed and scored and the results are attached for the Cabinet Member to consider and prioritise for progression in the 2022/23 works programme.

The Cabinet Member for Highways and Transport has approved the 12 Traffic Regulation Orders set out in Appendix A with a provision concerning application 3043836 that, if the speed data does not meet the criteria set out the Speed Limit Policy, this application is not progressed.

27/01/2022 - Endorsement: West Sussex Public Bus Service Procurement via Surrey County Council Dynamic Purchasing System OKD 42 (21/22) ref: 1446    Recommendations Approved

In 2017, following decision HT01 15-16, the County Council joined the Surrey County Council (SCC) Dynamic Purchasing System (DPS) to procure socially necessary bus services in West Sussex.  The current DPS is due to end on 31 January 2022. SCC intends to extend the DPS in the light of the ongoing pandemic-related market situation and it is proposed that West Sussex County Council continues to use the SCC DPS.

The Director of Highways, Transport and Planning has approved the extension of the Public Bus Service Dynamic Purchasing System for a period of three years from 01 February 2022 to 31 January 2025, in order to award contracts for individual routes/requirements following a competitive tender process and in line with the Council’s Standing Orders on Procurement and Contracts.

26/01/2022 - Award of Highway Improvement Contracts - phase 2 (Lots 4, 5 & 6) OKD 41 (21/22) ref: 1447    Recommendations Approved

West Sussex County Council is a designated Highways Authority under the Highways Act 1980 and has a duty to maintain highways maintainable at public expense.

 

In January 2019, the Cabinet Member for Highways and Infrastructure approved the commencement of a procurement process for a new Highways Maintenance Term Contract or set of contracts and delegated authority to the Director of Highways and Transport to finalise the terms of and award the Highway Maintenance Term Contract, or set of contracts at the conclusion of the procurement process.

 

In November 2019, the Director of Highways, Transport and Planning appointed contractors to a four-year Framework Agreement to commence 1 April 2020 for capital works for highways.

 

Lots 4, 5 and 6 (carriageways, footways and infrastructure works) are procured annually and a formal procurement process will be undertaken in the autumn for the delivery of highway works in 2022-23.

 

At the conclusion of the procurement process, the Director of Highways, Transport and Planning will be asked to award the highway improvement contracts - phase 2.

25/01/2022 - Adur and Worthing Councils Agency Agreement for Parking OKD43_21-22 ref: 1445    Recommendations Approved

The current Agency Agreement with Adur and Worthing Councils for the provision of parking services: Civil Parking Enforcement (CPE) services and operational management of the Worthing Controlled Parking Zone (CPZ) is due to expire on 31 March 2022. Approval is sought to continue with the existing arrangements by way of putting in place a new agreement, set to commence from 1 April 2022, for a period of five years.

 

As part of the process of agreeing a new contract, the opportunity has been taken to make some minor improvements and variations so that it best reflects current working practices, not only in Adur and Worthing but across the County.
