A retail market for the provision of water and wastewater has opened and an opportunity was identified for the County Council to procure a single water retail supplier.
The expected key benefits include:
· More accurate and timely invoicing
· More efficient service provision
· Opportunities to identify water efficiencies and other non-commodity savings
The County Council purchases approximately £1.59m of water and wastewater services per annum, with a large proportion of this spend occurring on behalf of schools/academies currently contracted via a Service Level Agreement.
A competitive mini tender exercise was run through the Crown Commercial Services (CCS) framework ref RM 3790 Lot 3 and, following technical and financial evaluation, this report recommends the award of a contract for these services at an estimated cost of circa £1.59m per annum to Scottish Water Business Stream Ltd, for a period of 3 years with an optional extension of 1 year.
