Procurement: Concession Contract SmartHubs Work Package 8

The SmartHubs Work Package 8 project forms part of the Innovate UK funded SmartHubs programme which will be delivered by a consortium and provide a range of energy solutions across West Sussex.

 

The objective of SmartHubs work package 8 is to deliver 250 domestic solar PV & battery systems (e.g. for social housing), 100 light commercial solar PV & battery systems (e.g.  for the Council, schools and potentially other public sector buildings) and 250 EV charge points across West Sussex.  There will be no capital cost to the Council to deliver this project. The Council anticipates financial benefit from reduced electricity costs in the corporate estate.

Key decision ECR02 20-21: Procurement: Concession Contract SmartHubs Work Package 8,  was approved by the Cabinet Member for Economy and Corporate Resources in November but will not proceed at this time.  The decision was taken as part of the wider SmartHubs programme being funded by Innovate UK which has recently announced that it will not be committing to full delivery of the project as anticipated due to concerns regarding the deliverability of the project, in full, by March 2022.

 

The loss of Innovate UK funding will negatively impact the financial viability of the business case. However, the council will now complete the outstanding activities that are requirements of the SmartHubs project, reassess the business case, and assess the financial impact of the loss of grant funding on the development and delivery of WP8, in order to establish if the council is still in a position to progress with the installation of Smart technologies across its corporate and schools estate.   If the project is taken forward subsequently, a further decision report will be published at that time.
