28/01/2020 - Award of Contract for the expansion of Manor Green Primary School, Crawley - OKD32 (19/20) ref: 829    Recommendations Approved

The County Council has a statutory duty to provide sufficient school places for all children who need a place.

Manor Green Primary School in Crawley caters for a wide-range of Special Educational Needs and Disabilities (SEND), particularly for children with moderate and severe learning difficulties, complex social and communication difficulties or those who have been identified as having an Autistic Spectrum Condition.

In October 2019 the Cabinet Member for Education and Skills approved the allocation of £1.018m from the Capital Programme to fund an increase in space at the school to provide 36 additional school places (decision reference ES05(19/20)).  As part of this decision the Cabinet Member also approved the delegation of authority to the Director or Property and Assets to award the contract for the works.

A procurement process has taken place and, following full financial and technical evaluation, based on a 60% cost and 40% quality evaluation approach, this report recommends the contract to increase space at Manor Green is awarded to J. Cheesmur & Sons (Lewes) LTD.

The Director of Property and Assets has approved the award of the construction contract to expand Manor Green Primary School to J. Cheesmur & Sons (Lewes) LTD for the sum of £619,773 which is affordable within the overall budget of £1,018m for this project.

28/01/2020 - Approval of the County Council's Revenue Budget 2020/21, Capital Strategy 2020/21 to 2024/25 and Treasury Management Strategy Statement 2020/21 (CAB12_19/20) ref: 835    Recommendations Approved

The Budget report details the County Council’s revenue budget, the level of council tax proposed for 2020/21, the nature of its expenditure, income and savings for a balanced budget.  It will also outline the County Council’s Capital Programme to cover the period 2020/21 to 2024/25, which will update the programme previously agreed by County Council.

 

 

Cabinet will be asked to endorse the Revenue Budget and Capital Programme for approval at County Council on 14 February 2020.

To endorse the County Council Budget for 2020/21, as set out in Appendix A and Annex 1, the Capital Strategy set out in Annex 2(a) and the Treasury Management Strategy set out in Annex 2(b), for approval by County Council on 14 February 2020.

28/01/2020 - Hospital Discharge Care Service Award of Contract OKD33 19/20 ref: 834    Recommendations Approved

Health and social care in West Sussex are working together to develop and implement a pathway for people who are  medically fit for discharge from acute hospitals but who may have continuing health or social care needs. People meeting these criteria and who do not require 24 hour care would be supported to return home immediately through this ‘Home First’ pathway without having their care needs assessed in hospital. 

In August 2019, the Executive Director People Services approved the commencement of a procurement process for new hospital discharge care services (Report Ref: OKD15 19/20) that will form one part of the multi-agency approach to the ‘Home First’ care pathway.

 

Following the completion of the procurement process the Executive Director Adults and Health will now award contracts for hospital discharge care services to commence delivery from April 2020.

The Executive Director for Adults and Health has approved:

 

1)   the award of the West Sussex County Council (WSCC) Hospital Discharge Care service contracts for an initial period of three years for the following service lots:

 

(1)         Lot 1 – Northern – FirstCol Services Limited

(2)         Lot 2 – Southern – Independent Lives (Disability)

(3)         Lot 3 – Western – Agincare UK Limited

 

2)   the extension of existing contracts for up to 12 weeks to enable continuity of service should any of the Hospital Discharge Care services not mobilise and be fully operational on 6 April 2020. The existing contracts and current service providers are:

 

(1)         Coastal Hospital Discharge Service – FirstCol Services Limited

(2)         Provider of Last Resort – Sussex Community (NHS) Foundation Trust

(3)         Home First Care Northern – Agincare UK Limited

(4)         Home First Care Coastal – Agincare UK Limited

 

Update 14 February 2020: Following the approval and publication of this decision Agincare UK Limited withdrew their tender for Lot 3 – Western. The Council proceeded, with the agreement of the Director of Law and Assurance, under The Public Contract Regulation 2015 – Regulation 32. 2a where the Council may dispense with a Contract Notice and engage in negotiations with a single supplier under the negotiated procedure.

 

The award of the West Sussex County Council (WSCC) Hospital Discharge Care service contract for an initial period of three years for Lot 3 – Western was awarded to Independent Lives on 14 February 2020.

20/01/2020 - Property Review: Surplus Declaration, Marketing and Disposal of two sites in Southwick, West Sussex FIN17 19-20 ref: 826    Recommendations Approved

The County Council’s Future West Sussex Plan set out its ambition to minimise the burden of local taxation, delivering the best outcomes for residents with the money it spends, whilst living within its means.  In 2018 the County Council agreed to adopt an Asset Management Policy and Strategy. An objective of the strategy is to acquire, manage, maintain and dispose of property effectively, efficiently and sustainably, together with optimising financial return and commercial opportunities.
