Community requests for Traffic Regulation Orders (TROs) that cost under £3,000 to implement are considered annually by County Local Committees (CLCs). More complex TROs are considered for progression as a Community Highways Scheme and so fall outside the process.

The TRO requests received since July 2018 have been assessed and scored and the results are attached for the CLC to consider and prioritise in line with the Cabinet Member Report for Traffic Regulation Orders – Assessment and Implementation Process (see link in Background Papers) for progression in the 2010/21 works programme.

At its meeting on 05 November 2019 the South Chichester County Local Committee agreed to progress the highest TRO from the list attached at Appendix A.

The Community Initiative Fund is a County Local Committee (CLC) administered fund that provides assistance to local community projects.  Bids should show evidence of projects that have the support of the community and make a positive impact on people’s wellbeing and support The West Sussex Plan.

At its meeting on 05 November 2019 the South Chichester County Local Committee considered the Community Initiative Funding applications received via the West Sussex Crowd as set out in Appendix A.

The following pledges were approved: -

The function of the nomination of school governors to maintained schools and academies is delegated to County Local Committees (CLCs) as it enables county councillors to maintain a valuable link with the schools and helps promote to the wider public the important role of school governors.

Under the Education Act 2011 local authority governors are nominated by the local authority but appointed by the governing body. The CLC can nominate any eligible person as a local authority governor, but it is for the governing body to decide whether their nominee has the skills to contribute to the effective governance and success of the school and meets any other eligibility criteria they have set.

At its meeting on 05 November 2019 the South Chichester County Local Committee approved the following nominations under the 2012 Regulations:

51.1     Following the resignation of Ms Louise Goldsmith as Leader, the Council was required to appoint a new Leader for the remainder of the four-year term to 2021.

51.2     The new Leader would then appoint members of the Cabinet and decide the portfolios for which they would be responsible.

51.3     It was proposed by Mr High and seconded by Mr Barling that Mr Paul Marshall be appointedas the Leader of the Council for the remainder of the four-year term to 2021. The appointment was agreed.

55.1     The Cabinet Member for Finance and Resources moved the report on the proposed Flexible Use of Capital Receipts Strategy and an increase in the capital programme budget to fund transformation expenditure (pages 49 to 52).

55.2     It was proposed by Mr Jones and seconded by Mr Oxlade that the report should be deferred to the next Council meeting to allow scrutiny of the proposal.

55.5     Resolved –

(1)        That the Flexible Use of Capital Receipts Strategy for 2019/20, as set out in paragraphs 8 and 9 of the report, be approved to comply with the Secretary of State for Communities and Local Government’s Direction for the use of capital receipts to fund service reform and transformation;

(2)        That an increase in the capital programme budget for 2019/20 of up to £7m be approved to reflect the capitalisation of the transformation activities to be funded by capital receipts under the Flexible Use of Capital Receipts Strategy, as set out at Appendix A to the report; and

(3)        That an increase of up to £7m in the Council’s 2019/20 Capital Expenditure Prudential Indicator to £115.995m be approved.

64.1     The Cabinet Member for Environment moved the report on the Approval of the Proposed Submission Draft Soft Sand Review (Regulation 19 stage) of the West Sussex Joint Minerals Local Plan (pages 63 to 72).

(2)         That authority is delegated to the Director of Highways, Transport and Planning, in consultation with the Cabinet Member for Environment, to authorise, in agreement with the South Downs National Park Authority, any non-substantive changes that are necessary to make the Joint Minerals Local Plan sound and suitable for adoption; and

(3)         That if substantive changes are required to the Submission Draft Soft Sand Review of the West Sussex Joint Minerals Local Plan, a further public consultation and decision by the County Council may be required.

53.1     The Council approved appointments as set out below.

The Local Healthwatch (LHW) service is the local ‘Consumer Champion’ for all NHS and Social Care services and is supported by the national body, Healthwatch England (HWE) part of the Care Quality Commission (CQC). The service’s purpose is to understand the needs, experiences and concerns of people who use health and social care services and to speak out on their behalf. Local authorities have a duty under the Local Government and Public Involvement in Health Act (2012) to ensure that an effective local Healthwatch and Independent Complaints Advocacy service is operating in their area delivering the activities set out in the legislation.

The Independent NHS Complaints Advocacy Service (IHCAS) is a client-centred, flexible service which supports anyone who wishes to resolve a complaint about healthcare commissioned and/or provided by the NHS in England.

This decision commences a procurement to commission a local Healthwatch and Independent Complaints Advocacy Service and delegate the contract award to the Director of Public Health.

The Cabinet Member for Adults and Health has approved;

1)   the commencement of a procurement process for a Local Healthwatch service and Independent Health Complaints Advocacy service via an open tender process, from 1 April 2020 for a contract of up to 7 years duration at £342,600 per annum with a maximum total contract value of £2.549m; and

2)   the delegation of authority to the Director of Public Health to award the contract to the bidder who submits the most economically advantageous tender which will include quality, price and performance elements for assessment.

The Special Educational Needs and Disability (SEND) Strategy 2016-2019 aims to provide high quality local education provision for children and young people with SEND and optimise value for money from the High Needs Block of the Dedicated Schools Grant.  As part of the development of the SEND Strategy, the County Council has identified an increased demand for extra provision to meet two specific areas of SEND -  Autistic Spectrum Condition and Social, Emotional and Mental Health. 

Following a review of current provision and anticipated future need, in early January 2019 the Cabinet Member for Education and Skills agreed a statutory notice to increase space at Manor Green Primary School in Crawley (Decision reference ES16 (18/19)).  The school caters for a wide-range of Special Educational Needs, particularly for children with moderate and severe learning difficulties, complex social and communication difficulties or those who have been identified as having an Autistic Spectrum Condition.  The increase in space would enable the school to increase planned places by 36 from 164 to 200.

To accommodate the additional pupils two further classrooms will need to be built.  The feasibility work for the project has now been completed. Following detailed design and a competitive tendering exercise the Cabinet Member will be asked to approve the allocation of the funds required to enable the project to proceed.

The Cabinet Member for Education and Skills has approved

(1)     The allocation of £1.018m from the Capital Programme to fund the expansion works and the completion of a procurement process for the delivery of works at Manor Green Primary School as detailed in paragraphs 2.2, 4.2 and 4.3 of the attached report.

(2)     To delegate authority to award the contract for carrying out the works detailed in the report to the Director of Property and Assets.
