12/05/2022 - Additional Budget Requirement to expand Lindfield Primary Academy, Haywards Heath - OKD07 (22/23) ref: 1544    Recommendations Approved

The County Council has a statutory duty to provide sufficient school places for all children who need a place.

 

Following a review of pupil projections for starting primary school in the Haywards Heath locality and specifically the Lindfield area, it determined that it was necessary to provide for a bulge class of 30 pupils at Lindfield Primary Academy in September 2021. The additional 30 pupils were accommodated in the ICT suite and music room which was temporarily remodelled to accommodate the class.  The proposal is to create an additional classroom at the school to provide permanent provision for the additional pupils.

 

In November 2020 the Cabinet Member for Education and Skills approved the allocation of Section 106 funding for education infrastructure capital projects, including £0.619m for additional primary places in the Haywards Heath locality (decision ES10 (20/21) refers).  Since this decision, it has been identified that the need for places is to be met at Lindfield Primary Academy which sits within the Haywards Heath planning area. Following completion of the feasibility study, it has been identified that the project to expand Lindfield Primary Academy will exceed £0.5m requiring an individual key decision.

 

Therefore, an allocation of S106 funding from the Capital Programme will be sought to enable the works to be taken forward and to make provision for current fluctuations in the market. The budget will fund all associated fees and furniture and equipment.

Decision:

The Assistant Director (Property and Assets) has approved the total allocation of £1m of received S106 contributions to fund the necessary works, as set out in paragraph 2.2 of the report, to enable suitable provision for accommodating the bulge class of 30 pupils at Lindfield Primary Academy.

04/05/2022 - Development of HGV trailer park on Site Ha, Horsham ECC01 (22/23) ref: 1541    Recommendations Approved

The County Council has a requirement to have an arrangement in place for the storage of trailers that deal with the removal of Refuse Derived Fuel from the MBT (Mechanical Biological Treatment) Plant, at Brookhurst Wood in Horsham. 

 

WSCC owns land adjacent to the MBT Facility known as Site Ha, which is currently clear and vacant.  The aim of this project is for WSCC to develop its own hardstanding area for the storage of trailers for baled or loose RDF which will be transported from the site for onward treatment.

Decision:

The Cabinet Member for Environment and Climate Change has endorsed, subject to the receipt of planning permission:

(1)          the use of capital funding (£2.0m as set out in section 5 of the report) for the construction of the hardstanding on Site Ha, Langhurstwood Road, Horsham; and to

(2)          delegate authority to the Assistant Director (Environment and Public Protection) to secure the necessary works and other steps required to construct the HGV trailer park on site Ha; and to

(3)          delegate authority to the Director of Law and Assurance to negotiate and agree a development funding agreement to provide how Biffa will enter the Council’s land and build the hardstanding and how the Council will fund the construction.

04/05/2022 - West Sussex Minerals and Waste Development Scheme 2022 - 2025 ECC02 (22/23) ref: 1543    Recommendations Approved

The County Council is required to prepare a Minerals and Waste Development Scheme, which sets out how the County Council will prepare the minerals and waste local plans and other policy documents over a rolling three-year period.  The current Scheme covers the period 2021-2024 and needs to be updated; the decision report will consider the revised Scheme for the period 2022-2025.
