Since the introduction of a duty for local authorities to appoint a monitoring officer there has been a requirement for that officer to prepare reports where an act or omission by the authority is considered to be unlawful. The recent publication of general guidance has raised the profile of this duty. The Committee is asked to consider a protocol for the discharge of this responsibility by the monitoring officer. The Committee is invited to discuss a consultation from the Department of Housing Communities and Local Government on proposals to enable local authorities to conduct formal business through meetings which councillors are able to attend virtually and a plan to introduce rules permitting proxy voting in certain circumstances, and to agree a response on behalf of the County Council. The County Council’s Corporate Parenting Panel is a multi-agency advisory Panel that meets at least four times a year to ensure the voice of the child is at the centre of services for children looked after and care leavers. The terms of reference of the Panel are reviewed annually to ensure they remain up to date and relevant and the Committee is asked to note some minor updates to the practical arrangements of the Panel.
