Welcome and Introductions

The members of Chanctonbury County Local Committee are Lionel Barnard, Pat Arculus, David Barling, and Paul Marshall.       

 

Minutes:

25.1   The Chairman welcomed everyone to the meeting.  Members and Officers introduced themselves.

26.

Declarations of Interests

Members and officers must declare any pecuniary or personalinterest in any business on the agenda. They should also make declarations at any stage such an interest becomes apparent during the meeting. Consideration should be given to leaving the meeting if the nature of the interest warrants it. If in doubt contact Democratic Services before the meeting.

29.1   Members considered the statements on matters arising from previous meetings (copy appended to the signed minutes) and made the following comments:

 

Thakeham Pedestrian improvements to Water Lane:
This scheme is nearing completion with some testing to be carried out. There is some need for education/training to be taken to schools.

A23 & A24 Junctions with A272 Air Quality issues in Cowfold – new signing to reduce lorry movements:
Following a thorough investigation this scheme has been deferred for Air quality monitoring for a period of 12 months.

 

Fryern Road, Storrington – new footway to provide connectivity to bus stop:
This scheme is on the provisional programme for delivering in 2020/21, subject to funding being available.

Minutes:

30.1   The Chairman invited questions from those in attendance and the following matters were raised and discussed:

- Tom Janus, Thakeham Parish Council, raise his concerns about the lack of accessible public transport links for the Thakeham area, there is no safe access south without a car. Despite this West Sussex County Council have not raised concerns with the planning authority. Mrs Arculus responded that she agrees and has raised these concerns previously and it has been being investigated for some time, West Sussex County Council has looked at extending the current footpath but there was no agreement from the landowner. Mr Janus and Mrs Arculus agreed that a community Bus would be the best solution to be investigated for the immediate future.

 

 

31.

The Area Highways Manager will provide an update on the status of previously approved Traffic Regulation Orders (TROs).

31.1   The Area Highways Manager, Chris Stark, provided an update on the status of previously approved Traffic Regulation Orders (TROs).

 

31.2   The committee noted the report and the following comments were made:

 

-      Oakfield Road:
There is a possible delay on this scheme due to the unprecedented weather over the winter period.

-      Swan Bridge:
Public consultation should now be completed, but there is no update at present. Mrs Arculus feels there should be 2-4 hour limit set on the parking to allow locals to use amenities but restrict commuters.

2019 Community Highway Scheme applications and

32.1 Chris Stark, Area Highways Manager, introduced the information report that highlighted Community Highway Schemes submitted in 2019.

Appendix A highlighted schemes for progressions and Appendix B identified those that did not meet the criteria and would therefore not progress as Community Highway Schemes. Mr Stark did state that some of those in Appendix B may be able to progress under other schemes and he would keep Members updated if that was the case.

33.

Communities & Partnerships Team Update

Dean Wadey, Communities & Partnerships Area Manager, will provide

a verbal update on the work completed by the Communities Team since the last meeting of the CLC.

Minutes:

33.1 The Chairman invited Dean Wadey, Communities Area Manager to provide an update on community-based projects that had been delivered in the local area.

33.2 Mr Wadey gave an update on a project that the team had been focused on arranging and delivering around community drop in events. These were being delivered in partnership with various local organisations and were run as informal sessions where residents can access information and advice on a variety of issues aimed at helping them stay safe, well and independent. Nurses from the Prevention Team would be able to do blood pressure checks and give other health advice.

Three community drop-ins have been held at the Capitol Theatre in Horsham Town Centre. The Partnership Officer was able to negotiate the use of the venue for free with thanks to Horsham District Council in addition to partnering with town Neighbourhood wardens to provide a joint drop-in offer.

 

The drop-ins take place from 12-2pm, the first and last Tuesday of each month.

 

Other venues were also being looked at for future events.

 

34.

Chanctonbury Community Initiative Funding (CBY06(19/20)) pdf icon PDF 129 KB

Report by the Director of Law and Assurance.

 

The report summarises the Community Initiative Funding applications received since the last meeting of the Committee.  The Committee is invited to consider the applications and pledge funding if appropriate.

Decision:

The Community Initiative Fund is a County Local Committee (CLC) administered fund that provides assistance to local community projects. Bids should show evidence of projects that have the support of the community and make a positive impact on people’s wellbeing and support The West Sussex Plan.

At its meeting on 11 March 2020 the Chanctonbury County Local Committee considered the Community Initiative Funding applications received via the West Sussex Crowd as set out in Appendix A.

That the following awards be made:

466/CBY – Storrington Community Partnership, ‘Storrington on Show – Volunteering Fair’, £400.00 - towards purchasing banners, leaflets, posters and more publicity materials for the event.

 

478/CBY – The Henfield Hall, ‘Wi-Fi connection to the committee room’, £368.30 – for installing a Wi-Fi connection to the committee room.

 

479/CBY – Partridge Green Sports and Social Club, ‘Shower refurbishment’, £700.00 – for replacing the shower panels within the pavilion’s changing facilities.

 

480/CBY – Steyning and District Community Partnership, ‘Tourist Information Point equipment’, £536.00 – towards replacing the Tourist Information Point’s irreparable touchscreen and hardware at Steyning post office.

 

481/CBY – Amberley Parish Council, ‘Noticeboard for Newland Gardens, £200.00 – towards purchasing a small, oak noticeboard to serve residents of Newland Gardens and improve village inclusivity.

 

493/CBY – St Mary’s CE First School Washington PTA, ‘Bringing the outdoors indoors’, £700.00 - towards purchasing a book tree, treetop IT desk and four wall displays. 

 


The call-in deadline for this decision is 19 March 2020.

34.1 The Committee considered a report by the Director of Law and Assurance (copy appended to the signed minutes) which detailed applications for Community Initiative Funding. The Committee debated the respective merits of the project for which funding was sought.
