Welcome and introductions

Members of North Horsham County Local Committee are Peter Catchpole, Nigel Dennis, Amanda Jupp, Liz Kitchen, Morwen Millson, Christian Mitchell, Andrew Baldwin and Nigel Jupp.

 

Minutes:

11.1   The Chairman welcomed everyone to the meeting.  Members and Officers introduced themselves. 

 

11.2   The Chairman thanked the officers from the Horsham Growth Team, Your Energy Sussex, and Kinder Living who had provided information prior to the meeting.

The document contains brief updates on statements of progress made on issues raised at previous meetings.  The Committee is asked to note the report.

15.1   Members considered the statements on matters arising from previous meetings (copy appended to the signed minutes) and made the following comments:

 

·         Regarding parking and the approach at Horsham hospital, it was confirmed that a trial on switching the entrance and exit had taken place and was being evaluated.  It was also confirmed by Denne Neighbourhood Council that a meeting was due to take place to discuss the issues further with Ben Golds at Horsham District Council.  It was agreed this would be kept on the progress statement for updates to be provided.

·         Regarding the North of Horsham development, the Chairman confirmed that the developer, Liberty, had not sought consent to start works.  The Chairman had also received assurances from officers that the local members would be informed when the request was received.

·         Mr Baldwin discussions were continuing around the cycling and walking strategy and a meeting was scheduled for before Christmas.  The County and District Councils were taking forward the issue of signage in West Street.

·         The Area Highways Manager reported that works to improve signage was in progress following some delays.  He undertook to keep members informed.

·         Mr Baldwin stated that a Speed Indictor Device was being borrowed from Mid Sussex but that he was also working with residents associations and Neighbourhood Councils to put a Crowdfunding project together to purchase one for North Horsham.

·         The Chairman reported that he attended a CLC Chairman’s meeting today and Road Space Audits were discussed.  As the progress statement mentions a  Cabinet member decision is expected in December and Horsham is expected to be identified as one of the key areas for progression.

 

 

16.

Talk With Us Open Forum

To invite questions from the public present at the meeting on subjects other than those on the agenda.  The Committee would encourage members of the public with more complex issues to submit their question at least 3 working days before the meeting to allow a substantive answer to be given.

Minutes:

16.1   The Chairman invited questions from those in attendance.  The following maters were discussed:

 

·         Mr Gooderham asked why the Community Highway Scheme for a zebra crossing in Station Road Billingshurst had been rejected and why the estimated cost was so high.  The Area Highways Manager responded firstly stating that the cost was probably over estimated but would include design costs, removal and/or relocation of existing markings, traffic management during the works and any drainage requirements.  He added that with regard to this request concern was raised about forward visibility of queueing traffic when approaching from the south-east, proximity of the Carpenters junction, the impact on the school keep clear markings, the impact of the zig zag markings on the school bus layby and the impact on the bus stop on the north side of the road.  He added that at present children have a modicum of safety crossing the road due to the presence of the SCP (when active), but if a zebra crossing was installed then they would be doing so at their own risk on the assumption that the SCP would no longer be necessary at this location. For WSCC to make changes to the highway infrastructure we have to be certain that we are not compromising safety or generating hazards that currently do not exist.  In relation to this application there were issues identified that affected its potential deliverability, and as a result it failed to meet the minimum requirements for progression at this time.  The Area Highways manager added that this does not mean that a future application will also be rejected; however we would expect any future application to address the issues identified and the Area Highways Manager would be happy to work with the applicant or Parish Council to see how these issues might be mitigated.

·         Mr Garley from Colgate Parish Council spoke in relation to the Traffic Regulation Order (TRO) request to reduce the speed limit on Forest Road.  He asked if the CLC could agree to extend the TRO further along the road to Colgate.  The Area Highways manager explained that only the western end of the road meet to speed limit policy for a 40mph and that the CLC did not have the power to go against policy.  It was suggested that the other areas could fit policy for 50mph but Mr Garley explained that the speedwatch group could not monitor roads with speed limits over 40mph.

·         Members of the Horsham Society circulated copies of their new publication ‘Good by Design’ to Members.  They explained that the documents aim was to promote higher standards of building design.  The asked if they could meet the design team for the Horsham Enterprise Park.  The Chairman responded thanking them for the document and added that in the first instance he would encourage them to respond to the current consultation on the masterplan for the site.  The consultation was open until 16 November.  The Chairman also agreed to pass on their details to the design  ...  view the full minutes text for item 16.

The report summarises the Community Initiative Funding applications received via The West Sussex Crowd.  The Committee is invited to consider the applications and pledge funding if appropriate.

        245/NH – Happy Accidents CIC, Horsham Children’s Parade 2019, £3,500 – Towards the cost of delivering creative workshops for participating schools in celebration of Horsham District Year of Culture 2019.

 

        276/NH – Ten little toes baby bank, £750.00 – Towards purchasing non-recyclable items for families in need such as cot mattresses and baby bottles.

 

        265/NH – Broadbridge Heath Cricket Club, Fund outfield ride-on mower, £1,000 – Towards purchasing a second-hand ride-on mower to prepare the outfield without using an external contractor.

 

The call-in deadline is 20 November 2018.

The Committee are asked to consider the TROs and prioritise the top three for progression.

Minutes:

19.1   The Area Highways Manager introduced the information report that provided updates on Community Highways Schemes.  It was noted that unfortunately none of the new requests from the North Horsham area had been approved for progression.  The Area Highways Manager confirmed that all schemes are scored using the same criteria and then go through a moderation panel.  He also suggested that some applications did not include enough detail and he did offer to work with applicants to revise schemes.

 

19.2   The Committee resolved to write to the Cabinet Member for Highways and Transport to express their disappointment that none of the North Horsham schemes had been approved.  They would also include in that correspondence that perhaps the scoring system needed to be explained or the score shown in these updates to the CLCs.
