Welcome and introductions

Members of North Horsham County Local Committee are Peter Catchpole, Nigel Dennis, Amanda Jupp, Liz Kitchen, Morwen Millson, Christian Mitchell, Andrew Baldwin and Nigel Jupp.

25.1   The Chairman opened the meeting and asked members and officers to introduce themselves.

Report of Urgent Action

The Committee is asked to note that the Director of Law and Assurance, in consultation with the Chairman of the North Horsham County Local Committee and the Chairman of the Performance and Finance Select Committee, has used his delegated powers under Standing Order 3.45 to approve the following Community Initiative Fund application:

 

413/NH – The Phoenix Stroke Club, ‘Virtual reality sessions’, £600.00 – towards delivering virtual reality-themed group sessions to club members.

31.1 The Committee noted the statement and made the following comments:


North of Horsham Development:

 - The Committee have requested an update on the further clarification around public information, what is required and has it been received. The Committee also request an update on the communications around the signing of the Section 106 agreement.

Horsham Road Space Audit:
- Mrs Liz Kitchen said she had recently attended the Environment & Communities Scrutiny Committee and it had been confirmed that there is currently no set date for the start of the Horsham Road Space Audit. The Committee expressed their disappointment at this and asked the Democratic Services Officer to investigate the possibility of requesting Horsham District Councils support in getting this started.

 

New Horsham Fire Station and Training Facility:
- The Committee felt that this was good news and very encouraging. The only query they would like clarification on is the concern surrounding access on to the A24 which had been expressed by residents at a recent meeting. The Committee agreed to write to the Cabinet Member for Fire and Rescue and Communities, Duncan Crow, to explore the possibility of signalising the access.

Information report attached that details the outcomes of the 2019 Community Highways Scheme applications and assessments.

30.1 Chris Stark, Area Highways Manager, introduced the information report that highlighted Community Highway Schemes submitted in 2019.

Appendix A highlighted schemes for progressions and Appendix B identified those that did not meet the criteria and would therefore not progress as Community Highway Schemes. Mr Stark did state that some of those in Appendix B may be able to progress under other schemes and he would keep Members updated if that was the case.

Decision:

At its meeting on 16 March 2020 the North Horsham County Local Committee agreed to consider the Community Initiative Funding applications which had been received after the agenda had been published. The details of the projects and pledges are outlined below.

 

The following pledges were approved: -

 

473/NH – Warnham Parish Council, ‘Hollands Way playground project’, £1,740.35 - towards re-surfacing the playground and replacing old play equipment and seating.

487/NH – Southwater Jubilee HQ Committee, ‘New flooring Southwater Scout & Guide HQ’, £1,740.35 - towards laying new LVT flooring in the entrance, kitchen, main hall and leaders' room.

432/NH – Horsham Community Speedwatch, £715.04 - towards purchasing a radar gun starter kit, six hi-vis long-sleeve vests and five lamppost boards.

488/NH – West Sussex Music Trust, ‘Here! Our Song’, £746.80 – towards designing and printing 50 songbook copies to distribute to 50 local primary schools. On the condition that these are distributed to West Sussex County Council Maintained schools in the Horsham Location only.

489/NH – Southwater Village Hall Pre-School, 'Double Mud Kitchen for New Outdoor Play Area', £339.98 - towards purchasing two wooden mud kitchens for the new outdoor play area.

490/NH – Tapestry Lunch Club, ‘Pilot scheme host training’, £600.00 - towards first aid training provision for four hosts.

491/NH – Asperger’s Voice, ‘Understanding Autism event 2020’, £700.00 - towards printing packs for event attendees and promotional materials. 

492/NH – Brighton Road Baptist Church, ‘Car park wheel stops’, £750.00 – towards purchasing a wheel stop kit for the church’s ‘pocket park’.

 

The call-in deadline is 24 March 2020.

34.

Communities & Partnerships Team Update

Dean Wadey, Communities & Partnerships Area Manager will provide a verbal update on work completed by his team since the last CLC meeting.

Minutes:

34.1 The Chairman invited Dean Wadey, Communities Area Manager to provide an update on community-based projects that had been delivered in the local area.

34.2 Mr Wadey gave an update on a project that the team had been focused on arranging and delivering around community drop in events. These were being delivered in partnership with various local organisations and were run as informal sessions where residents can access information and advice on a variety of issues aimed at helping them stay safe, well and independent. Nurses from the Prevention Team would be able to do blood pressure checks and give other health advice. To date three community drop-ins have been held at the Capitol Theatre in Horsham Town Centre. The Partnership Officer was able to negotiate the use of the venue for free with thanks to Horsham District Council in addition to partnering with town Neighbourhood wardens to provide a joint drop-in offer.

 

The drop-ins take place from 12-2pm, the first and last Tuesday of each month.

 

Other venues were also being looked at for future events.

35.

Date of Next Meeting

The next meeting of the Committee will take place at 7pm on 18 June 2020 at County Hall North, Horsham.
