32.1 The Chairman introduced the Committee and welcomed Members of the public to the meeting.

Declarations of Interest

Members and officers must declare any pecuniary or personal interest in any business on the agenda. They should also make declarations at any stage such an interest becomes apparent during the meeting. Consideration should be given to leaving the meeting if the nature of the interest warrants it. If in doubt contact Democratic Services before the meeting.

34.1 RESOLVED that the Minutes of the last meeting of the Committee held on the 31 October 2018 be approved as a correct record and signed by the Chairman.

36.

The Committee is asked to note the decision taken, under the Urgent Action procedure, which was taken since the last meeting of the Committee. The Committee is asked to note this decision was taken after consultation with the CLC Chairman and Select Committee Chairman.

Minutes:

36.1 The Committee received an update on a decision taken via the Urgent Action procedure as set out in the West Sussex County Council constitution.

36.2 The committee noted the decision to pledge up to £500 toward CIF Application 281/JWAAC had been taken by the Director of Law and Assurance in consultation with the CLC Chairman and relevant Select Committee Chairman.

'Talk With Us' - Public Question Time (15 Minutes)

Members of the Public have the oppurtuinty to ask questions of their elected representatives.

Minutes:

37.1 The Chairman invited members of the public to ask questions on matters that did not appear on the Agenda. In response to questions the following was advised:

37.2 There were no plans to introduce a 20mph speed limit across the County on local, rural areas. Any changes to speed limits would involve a public consultation prior to a decision being taken.

37.3 Beach access on Bognor Sea front could be considered as a priority as there were significant benefits to tourism, community and disability access. Changes to the access could be considered in future. It was also advised that Bognor Town Council had a working group looking into this.

37.4 There had been two projects submitted to Highways England for works to improve the A27, however these were both considered inviable. West Sussex County Council were awaiting more detailed responses to these plans.

38.

Presentation: your Energy Sussex

The Committee will received a presentation on the Council backed energy scheme ‘Your Energy Sussex’.

Minutes:

38.1 The Chairman welcome Nicola Stringer, Carbon Management Officer of West Sussex County Council to the meeting to provide a presentation on ‘Your Energy Sussex’

 

38.2 It was advised that the County Council had launched Your Energy Sussex in February 2018 to offer an alternative energy supplier to residents for gas and renewable electricity.  It was estimated that an average household could save £300 per year if it switched to a fixed tariff.

 

38.3   Your Energy Sussex was not for profit, with surplus funds going towards fuel poverty funds.  Locally generated energy was used and it was hoped to increase this over time.

 

38.4 In response to questions from the Committee it was advised that Officers were confident in steady growth, using low or no cost marketing to keep costs down. It was also advised that the scheme would invest in battery storage and renewable energy source

39.

A local Sussex Police representative will be in attendance to update Members on Community Policing issues and answer questions.

Minutes:

39.1 The Committee received a presentation from Sergeant David Lyons on crime statistics in the local area. The following points were advised:

 

39.2 County Lines was a key focus for Sussex police with extra resources being allocated to combating the issue, via project Fortress. This work included a number of different measures such as Automatic Number Plate recognition.

39.3 There had been a reintroduction of hi-vis foot patrols in the town centres. 50 hours of officer time had led to visits in 90 different shops, 30 interventions and a significant drop in Anti-social behaviour in town centres.

 

39.4 In response to questions asked by the committee the following was advised:

39.5 Domestic abuse figures were concerning, however there was an initiative in place to better serve victims of abuse and promote reporting.

39.6 The Police and Crime Commissioners Officer were responsible with the allocation of resources in particular areas, however officers were anticipating an increase in allocation of funds in the new financial year, which would result in an overall reduction in crime figures.

The Committee are also asked to suggest agenda items for discussion at the next Highways and Transport Subgroup meeting.

40.1 The Committee received a written update from the area highways manager on Infrastructure across the Western Arun Area..

40.2 The Chairman thanked the Area Highways manager for the update.

The report summarises Community Initiative Funding Applications submitted vie the West Sussex Crowd. The Committee is invite to consider the applications and pledge funding as appropriate.

284/JWAAC – 4Sight Vision Support, Space 4 Sight – up to £2213.00 – Towards purchasing equipment for people living with sight loss.

286/JWAAC – Bognor Bike Community CIC, Bognor Bike Recycling, up to £3763 – Towards purchasing additional bike parts to launch the project.

323/JWAAC – Eastergate Village Hall, Community Kitchen, Eastergate Hall – up to £4684 – Towards funding a kitchen refurbishment and installing a double over, gas hob and new counter.

 

 

The call-in deadline for this decision is the 14 February.

41.1 The Committee considered a written report from the Director of Law and Assurance and a recommendation to grant funding to a number of CIF applications.

 

41.2 Each application was considered on its merit and it was

The Committee is asked to approve the nominations of Authority School Governors as set out in the report.

Decision:

The function of the nomination of school governors to maintained schools and academies is delegated to County Local Committees (CLCs) as it enables county councillors to maintain a valuable link with the schools and helps promote to the wider public the important role of school governors.

 

Under the Education Act 2011 local authority governors are nominated by the local authority but appointed by the governing body. The CLC can nominate any eligible person as a local authority governor, but it is for the governing body to decide whether their nominee has the skills to contribute to the effective governance and success of the school and meets any other eligibility criteria they have set.

 

At its meeting on 6 February 2019 the Joint Western Arun Area Committee approved the following nominations under the 2012 Regulations:

 

·         Mrs Rebecca Peters to Aldingbourne Primary School for a further four year term.

·         Ms Rachel Ayuba to Bersted Green Primary School for a four year term.

·         Mrs Christine Porter to Walberton and Binstead C of E Primary School for a four year term.

 

The call-in deadline for this decision is the 14 February.

42.1 The Committee considered a written report from the Director of Education and Skills and a recommendation to approve the nominations listed in the report.

 

42.2The Committee considered each application and RESOLVED that the following nominations under the 2012 Regulations be approved:
