Welcome Minutes: 17.1 The Chairman welcomed Members, Officers and Members of the public to the meeting and thanked them for attending. |

updates on issues in the local area including: · Anti-social behaviour · Arun Growth plan, Local Plan and Business Plan. · Arun Business Partnership – a presentation was provided by Miriam Nichols on the Arun Business Partnership, providing Members with details of how it operates and how to be involved. · Response to Mayor of Littlehampton Town Council regarding the Spacehive Crowdfunding model.

Minutes: 23.1 The Chairman welcomed questions from Members of the public regarding issues in the local area. In response to questions the following information was provided: · Consultations had taken place over the Littlehampton Infrastructure Scheme Update however any further questions on the issue should be sent directly to the WSCC Cabinet Member for Highways and Infrastructure · A planning application had been submitted regarding the Lyminster Bypass. Details of this could be found in the Highways and Transport Subgroup Minutes. · The level of air pollution in the area was higher than average. Members with questions should contact Sarah McKnight.

Community Police Issues PDF 504 KB A local Police representative will be in attendance to update Members on Community Policing issues and answer questions.

Danny West to the meeting from the West Sussex Police Prevention
team. 24.2 The Committee were
provided with a brief update on the work undertaken on the recent
Lewes Bonfire and how collaborative work across the area was having
a positive impact on levels of crime. 24.3 It was advised that overall there had been a small increase in crime, however there were many areas that crime rates had drastically reduced.
24.4 There had been an increase
in funds available to the Police Force and Prevention team, which
had led to an increase in the number of officers in the area, which
meant there had been more interactions with local business and
residents and more interventions, particularly in town
centres. 24.5 Detail was provided over
localised increases in crime and the reasons behind these. It was
also advised that work was being undertaken to tackle higher levels
of crime in these particular areas.

The County Council Members of the Committee are invited to consider pitches made to the Community Initiative Fund via The West Sussex Crowd and pledge funding accordingly. The County Council Members of the Committee Resolved that the following pledges be made:
a)
240/JEEAC – Disability Action Group of East
Preston, £1000, towards converting an existing toilet block
into a hoist assisted toilet with two accessible unisex
toilets.
b)
247/JEEAC – Cancer United, Outswim Cancer -
£2,500 towards building works to develop a swimming pool
providing rehabilitation treatment for local cancer
patients. And the following project was deferred to the next meeting of the County Local Committee:
236/Jeeac – Ferring Funtime Community Pre School Multi-functional class. The project was deferred at the request of the project manager.
The call in date for this decision is 14th November 2018. Minutes: 25.1 The Committee considered the written report from the Director of Law and Assurance. The County Council Members of the Committee Resolved that the following pledges be made:

Traffic Regulation Order Prioritisation PDF 79 KB The County Council Members of the Committee are asked to consider prioritising the Traffic Regulations Orders detailed in the report attached. Decision: The Committee considered the written report by the Director of Highways and Transport & Head of Highways Operations and the recommendation from the Highways and Transport Sub-group. The County Council Members of the Committee Resolved that the following Traffic Regulation orders be progressed as a priority:

The call in date for this decision is 14th November 2018. Minutes: 26.1 The Committee considered
the written report by the Director of Highways and Transport &
Head of Highways Operations and the recommendation from the
Highways and Transport Sub-group. 26.2 Detail was given by the Area Highways Manager on how the scoring system operated and why some TROs had scored higher than others.
