Chairman's Welcome

The members of Adur County Local Committee are George Barton, Ann Bridges, Kevin Boram, Debbie Kennard and David Simmons.

Minutes:

22.1   The Chairman welcomed members of the public to the meeting.  Members and Officers introduced themeselved.

23.

Declarations of Interest

Members and officers must declare any pecuniary or personalinterest in any business on the agenda. They should also make declarations at any stage such an interest becomes apparent during the meeting. Consideration should be given to leaving the meeting if the nature of the interest warrants it. If in doubt contact Democratic Services before the meeting.

24.1   RESOLVED that the minutes of the last meeting held on 21 October 2019 be approved as a correct record and signed by the Chairman.

The attached document contains brief updates on statements of progress made on issues raised at previous meetings and other issues.

Minutes:

25.1   Mike Thomas, Area Highways Manager, provided an update following the meeting about traffic management in the Adur area.  The Chairman explained that the impact was understood by all those in attendance, along with a commitment to improve the management of works going forward.  It was noted that a few more meeting were being arranged and actions plans were being drawn up.  The Chairman was pleased that this was so well supported by the Cabinet Member for Highways and Infrastructure at West Sussex County Council and by his Officers.

 

25.2   Mr Simmons asked if discussions included the impact on the environment and air quality as traffic was stationary when works take place.  The Chairman confirmed this was discussed but that more work needed to be done to address this.

 

25.3   Regarding the Shoreham Road Space Audit, the Chairman confirmed he had written to the Cabinet Member for Highways and Infrastructure to express his concern about the delay, especially in the light of the significant developments changing the dynamics of parking in the area.

 

25.4   Mr Simmons hoped that travel plans would be built into the Road Space Audits and that people would be encouraged to use more efficient means of travel such as bus and rail.

 

26.

'Talk with Us' Open Forum

To invite questions from the public present at the meeting on subjects other than those on the agenda.  The Committee would encourage members of the public with more complex issues to submit their question before the meeting to allow a substantive answer to be given.

 

Members will also invite Peter King, Director Ouse and Adur Rivers Trust to provide an update on the EPIC project.

Minutes:

26.1   The Chairman invited questions from the public.  The following issues were raised, and responses made.

 

·         A local resident asked about the County Councils response to parking requirements for new developments.  He stated that a new development of 178 dwellings would only have 58 parking spaces and this was not challenged by the County Council.  The Chairman confirmed that he had challenged the Cabinet Member for Highways and Infrastructure on this issue.

27.1   Mike Thomas, Area Highways Manager, introduced the information report that highlighted Community Highway Schemes submitted in 2019.  He explained that Appendix A highlighted schemes for progressions of which there was one in Adur.  Appendix B identified those that did not meet the criteria but there were not on those in the Adur District.

The report summarises the Community Initiative Funding applications received since the last meeting.  The Committee is invited to consider the applications and pledge funding if appropriate.

The Community Initiative Fund is a County Local Committee (CLC) administered fund that provides assistance to local community projects. Bids should show evidence of projects that have the support of the community and make a positive impact on people’s wellbeing and support The West Sussex Plan.

 

At its meeting on 5 March 2020 the Adur County Local Committee considered the Community Initiative Funding as set out in Appendix A and approved the following:

 

·       397/A – Lancing & Sompting Men in Sheds, ‘IT inclusion’, £468.99 - towards purchasing a laptop and printer for the benefit of volunteer committee members.

 

·       472/A – Green Tides, ‘Office equipment to support secretary role’, £273.98 – towards purchasing a laptop, laminator and printer.

 

·       474/A – Blueprint 22, ‘Reaching Out – Adur’, £750.00 – towards the cost of delivering 10 dementia awareness training sessions for young people.

 

The call in deadline for this decision is 13 March 2020

28.1     The Committee considered the report by the Director of Law and Assurance.

 

28.2   The Committee considered each application and RESOLVED that the following awards be approved:

29.

Locality Lead Update

Tracey Light, Locality Lead for Adur and Worthing, will provide

a verbal update on the work completed by the Communities

Team since the last meeting of the CLC.

 

Minutes:

29.1   The Chairman invited Tracey Light, Locality Lead Officer for Adur and Worthing, to provide an update on community based projects that had been delivered in the local area.

 

29.2   Ms Light stated that her team had been focused on arranging and delivering community drop in events.  These were being delivered in partnership with various organisations and would be relaxed sessions where residents can access information and advice on a range of topics aimed at helping them stay safe, well and independent.  Nurses from the Prevention Team would be able to do blood pressure checks and other health advice.  In Adur the sessions would be at The Shoreham Centre on Wednesday mornings.  There would also be sessions at St Pauls Community Centre in Worthing on Thursday mornings.  Other venues were also being looked at for future events.

 

29.3   Ms Light also highlight the International Women’s Day event that was taking Place at the Shoreham Centre tomorrow evening and encouraged anyone with an interest to come along to the free event.

 

30.

The next meeting of the Committee will take place at 7.00 pm on Wednesday 17 June 2020 at a venue to be confirmed.
