Chairman's Welcome

The members of Adur County Local Committee are George Barton, Ann Bridges, Kevin Boram, Debbie Kennard and David Simmons (Chairman).

Minutes:

12.1 The Chairman welcomed Members of the Public to the meeting and asked Members and Officers to introduce themselves.

13.

Declarations of Interest

Members and officers must declare any pecuniary or personalinterest in any business on the agenda. They should also make declarations at any stage such an interest becomes apparent during the meeting. Consideration should be given to leaving the meeting if the nature of the interest warrants it. If in doubt contact Democratic Services before the meeting.

Minutes:

13.1 Mr David Simmons declared an interest in respect of item 5 on the agenda as an applicant worked closely with the Sir Robert Woodard Academy, for which he was the Chairman of the Governing Body.

The Committee is asked to agree the minutes of the meeting of the Committee held on 1 July 2019 (cream paper).

14.1 RESOLVED that the Minutes of the last meeting of the Committee, held on 1 July 2019 be approved as a correct record and signed by the Chairman.

Items not on the agenda that the Chairman of the meeting is of the opinion should be considered as a matter of urgency because of special circumstances.

'Talk with Us' Open Forum

To invite questions from the public present at the meeting on subjects other than those on the agenda.  The Committee would encourage members of the public with more complex issues to submit their question before the meeting to allow a substantive answer to be given.

Adur Community Initiative Funding (A05(19/20) pdf icon PDF 129 KB

Report by Director of Law and Assurance.

 

The report summarises the Community Initiative Funding applications received via The West Sussex Crowd.  The Committee is invited to consider the applications and pledge funding if appropriate.

The Committee considered the written report from the Director of Law and Assurance and the applications for grant funding from the Community Initiative Fund.

 

The Committee considered each application on it’s merit and it was RESOLVED that the following awards be granted:

 

·       400/A – Women’s Royal Army Corps (WRAC) Association, £750 towards a Christmas lunch in November

·       406/A – Smart Dog Education CIC, £750 towards the cost of venue hire and refreshments for wellbeing sessions.

·       407/A – Surf Solace, £538.64 towards the cost of purchasing 10 wetsuits enabling disadvantaged children and young people to involved with sea-based activities.

·       408/A – SOLD Shoreham Opportunities for Learning Disabilities, £645 towards the ‘Our Town’ project to establish safe spaces throughout a specific town where any vulnerable individual can receive support if they find themselves in a difficult or challenging situation.

 

The Call-In Deadline for this decision is 29 October 2019.

17.1 The Committee considered the written report from the Director of Law and Assurance and the applications for grant funding from the Community Initiative Fund.

 

17.2 The Chairman welcomed applicants to address the committee with their pitches for funding and answer any questions the members had.

The Committee is asked to prioritise the progression of Traffic Regulation Orders in the area.

The Committee considered the written report from the Director of Highways and Transport and Head of Highways Operations and the recommendation that the Committee reviews the proposals and agrees to progress the highest scoring TROs from the list attached at Appendix A, subject to any adjustments made at the meeting.

 

It was RESOLVED that the following two Traffic Regulation Orders be progressed as a priority:

 

·       M3004628 – West End Way, Lancing: DYL in turning head.

18.1 The Committee considered the written report from the Director of Highways and Transport and Head of Highways Operations and the recommendation that the Committee reviews the proposals and agrees to progress the two highest scoring TROs from the list attached at Appendix A, subject to any adjustments made at the meeting.

 

18.2 The Committee considered the Order on its merit and

19.1 The Chairman invited the Communities and Partnerships Team

Officers to provide an update on Community based projects that had been

delivered in the local area.

19.2 The update included details on the following projects:

·       IPEH Advisory Partnership in both Adur & Worthing

·       Local Community Networks in both Adur & Worthing

·       Children & Young Peoples Network

19.3 The Committee thanked officers for the informative update.

20.

Nominations for Local Authority Governors to Maintained Schools and Academy Governing Bodies (A07(19/20)) pdf icon PDF 192 KB

The Committee are asked to approve the nominations of Authority School Governors as set out in the report.

The function of the nomination of school governors to maintained schools and academies is delegated to County Local Committees (CLCs) as it enables county councillors to maintain a valuable link with the schools and helps promote to the wider public the important role of school governors.

 

Under the Education Act 2011 local authority governors are nominated by the local authority but appointed by the governing body. The CLC can nominate any eligible person as a local authority governor, but it is for the governing body to decide whether their nominee has the skills to contribute to the effective governance and success of the school and meets any other eligibility criteria they have set.

 

At its meeting on 21 October 2019 the Adur County Local Committee approved the following nominations under the 2012 Regulations:

The call in deadline for this decision is 29 October 2019.
