Proposed Traffic Regulation Order - Calluna Drive, Copthorne

Minutes:

17.1   The Committee considered the progress statement on matters arising from previous meetings (copy appended to the signed minutes).

 

17.2   The Chairman introduced the report which gave updates on issues raised at previous meetings.

 

17.3   Mr Speller talked through the highways elements of the Progress Statement and confirmed that the Road Space Audit was progressing and that Stakeholder events were planned in early 2020.  Mr Speller resolved to include in future Progress Statements how the Speed Indicator Device, purchased by the committee, had been used in the area.  Members queried how the data from the device would be used.  – Mr Speller confirmed that the data was submitted to the Police Liaison Officer for use with Operation Crackdown.

 

17.4   Mr Speller noted the action regarding traffic volumes in the Central and South Mid Sussex County Local Committee area and agreed to speak directly with the Parish Councillor who raised the query.

 

17.5   Mr Speller apologised that the recent linage that had been painted in Calluna Drive did not match the decision made by Committee at their last meeting.  The lineage matched an alternative version that had previously gone out for consultation.  The Committee were asked if the current lineage had matched the decision’s intention, and therefore a new decision should be made to confirm this; or the previous decision was correct and the lineage should be changed to match the plans.  The Committee unanimously agreed that the previous decision was correct and that the lineage should be changed.  Mr Speller resolved to amend the lineage as soon as possible.

 

17.6   Members queried progress on De La Warr Road. Mr Speller confirmed that this was being delivered via Long Term Improvement Scheme (LTIPS) rather than the Community Highways Route and informed the Committee that Mid Sussex District Council had moved disabled parking bays to assist with the scheme.

 

17.7   Resolved – That the Committee notes the progress statement and requests that the lineage in Calluna Drive be corrected to match the decision taken at the last meeting (NMS01(19/20)).

Report by the Director of Highways, Transport and Planning and Head of Highway Operation.

 

At the last meeting of the North Mid Sussex County Local Committee, the Committee resolved to defer a decision on this Proposed Traffic Regulation Order (TRO) to ensure that the local member’s views could be taken into consideration.

 

The North Mid Sussex County Local Committee are asked to consider the objections raised and authorise the Director of Law and Assurance to make the Order as detailed in the revised scheme at Appendix C.

At its meeting on 25 June 2019, the North Mid Sussex County Local Committee considered the report from the Director of Highways, Transport and Planning and the Head of Highway Operation.

 

The Committee considered the different schemes within the report appendices.

 

The Committee, having considered the resulting benefits to the community outweighed the objections raised, agreed to authorise the Director of Law and Assurance to make the larger Order as detailed in Appendix A.

 

The call-in deadline is 3 July 2019.

6.1     The Committee considered a report by the Director of Highways, Transport and Planning & the Head of Highway Operations (copy appended to the signed minutes).

 

6.2     Mr Speller introduced the report and explained the background and history of the order.

 

6.3     Mr Acraman apologised for his absence at the last meeting which had led to a delay in the Committee making a decision; and apologised for the confusion on which scheme was being considered.

 

6.4     Mr Acraman informed the Committee that he had received a 100+ petition in support of the larger scheme in Appendix A.  Mr Acraman felt the officer recommended scheme at Appendix C did not go far enough to resolve the problems in the area.

 

6.5     Mr Speller commented that it was possible to reduce a scheme after a six month review, in this case reducing lineage, but not increase an order without re-advertising the scheme.  Mr Acraman felt this made it more practical for the Committee to support the larger scheme at Appendix A.

 

6.6     The Committee were sympathetic to the parking issues and commented that this highlighted the need for the Road Space Audit.

 

6.7     The Committee noted that Appendix A was not the officer recommended scheme, but felt it was better to proceed with the larger scheme which could be reduced in the future if required.

 

6.8     Resolved – That the Committee, having considered that the resulting benefits to the community outweigh the objections raised, agree to authorise the Director of Law and Assurance to make the larger Order as detailed in Appendix A.


Meeting: 05/02/2019 - North Mid Sussex County Local Committee (Item 28)

Report by Director of Highways and Transport.

 

A decision was made on this proposed Traffic Regulation Order (TRO) at the last meeting of the North Mid Sussex County local Committee (CLC).  However under Standing Order 5.12 of the County Council’s Constitution, Members agreed to withdrawn that decision and reconsider it at this meeting.

 

The North Mid Sussex County Local Committee are asked to considered the objections raised and authorise the Director ofLaw and Assurance to make the Order as detailed in therevised scheme at Appendix C.

The North Mid Sussex County Local Committee had previously prioritised the need for traffic restrictions on Calluna Drive, Copthorne.

 

Following consideration of the report and the officer recommendation to approve a revised scheme, the Committee resolved to defer a decision until the next meeting to ensure that the local member’s views were taken into consideration.

 

The call-in deadline is 13 February 2019.

28.1   The Committee consideration a report by the Director of Highways and Transport that detailed proposals for traffic restrictions in Calluna Drive, Copthorne. 

 

28.2   The Chairman confirmed that the decision made on this Traffic Regulation Order (TRO) at the last meeting had been withdrawn to allow for further informal consultation.

 

28.3   The Area Highways Manager introduced the revised report and confirmed that the initial formal consultation had resulted in nine comments of support and six objections for the originally advertised scheme.  The further informal consultation had resulted in an additional six comments of support for the originally advertised scheme. 

 

28.4   The Area Highways Manager went on to confirm that even with those additional comments of support for the originally advertised scheme, the officer recommendation remained as per the last report to implement a reduced scheme as detailed in the report and on the map attached as Appendix C.  He explained that this recommendation would address the safety concerns initially raised in relation to junction protection but would have minimal displacement into Calluna Drive.

 

28.5   The Chairman allowed a resident and a local Parish Council representative to speak on this item.  They both spoke in support of the originally advertised larger scheme.  They stated that extended double yellow lines around the corner are necessary as at present large vehicles are often parked on the corner and vehicles wanting to go round do not have a clear line of sight of oncoming traffic. 

 

28.6   The Chairman confirmed that the local member had given apologies for this meeting and but he had suggested previously that he supported the originally advertised scheme.  However without an official statement from him to confirm this, the other Committee Members were reluctant to make a decision that went against the officer recommendation.  Members suggested deferring the decision until the next meeting to allow the local Members view to be accurately recorded. 

 

28.7   RESOLVED that the Committee defer a decision until the next meeting to ensure that the local member’s views were taken into consideration.
