Purpose:

In November 2021 the Cabinet Member for Children and Young People approved the commencement of a procurement to establish a framework of providers to enable the Council to source urgent and specialist support for vulnerable children and young people in emergency situations at short notice periods and often the same day (decision CYP03(21/22) refers).

 

The procurement exercise has been completed, tenders evaluated and the Council is now in a position to award a place on the Framework to the successful provider. Provision remains to enable other providers to seek and gain a place on the Framework on the same terms. There will be no guaranteed spend through the framework, but the estimated spend over the maximum life of the framework (4+4 years) is £8.5m.

Decision:

The Executive Director of Children, Young People and Learning has approved: -

 

(1) The award of a place on the Urgent and Specialist Support for Children and Young People Framework to Blue Light Healthcare for an initial period of 4 years commencing on 1st March 2022, with an option to extend the Framework for a further 4 years should the delivery and performance of the Framework be satisfactory.

 

(2) The plan to seek further bids from suppliers to secure a place on the Framework with the same criteria for admission and for successful bidders to be awarded a place on the Framework on the same terms and conditions.
